Community-Based Child Abuse Prevention Programs

Community-Based Child Abuse Prevention (CBCAP) programs are specific types of child abuse and neglect prevention programs that exist in every state.  CBCAP programs were established by Title II of CAPTA (the Child Abuse Prevention and Treatment Act) of 1996 and reauthorized in June of 2003.  The Office on Child Abuse and Neglect (OCAN) at the Children's Bureau, Administration for Families, U.S. Department of Health and Human Services is responsible for overseeing and managing the CBCAP program.  The purpose of the CBCAP program is to:

• Support community-based efforts to develop, operate, expand, enhance, and network, initiatives aimed at the prevention of child abuse and neglect;
• Coordinate resources and activities to strengthen and support families to reduce the likelihood of child abuse and neglect; and  
• F oster understanding, appreciation, and knowledge of diverse populations to be effective in preventing and treating child abuse and neglect.

In 1980, Kansas was the first state to establish a special fund, The Kansas Children’s Trust Fund, dedicated to the prevention of child abuse and neglect. Children’s Trust Fund dollars provide funding for community-based prevention programs to implement a range of strategies that assist families and individuals in preventing child abuse and neglect. 

The Kansas Children’s Cabinet and Trust Fund (KCCTF) is the lead agency for CBCAP in Kansas.  In 2008, KCCTF has awarded 16 agencies with grants to develop and implement new strategies or programs to prevent child abuse and neglect .  Click here for a list of 2008 Kansas CBCAP Grantees.
